The Central Bank of Nigeria (CBN) has granted final operating licences to 82 Bureaux De Change (BDCs) under its revised 2024 Regulatory and Supervisory Guidelines, marking one of the most significant clean-ups of the retail foreign exchange market in recent years.
The approvals, which took effect on November 27, 2025, followed a rigorous compliance and verification process anchored on new capital thresholds, ownership structure requirements, and strengthened anti–money laundering safeguards. The announcement was contained in a statement issued on Monday by the Acting Director of Corporate Communications, Hakama Sidi-Ali.

According to the apex bank, only the BDCs listed on its official website are authorised to operate in Nigeria. Members of the public, businesses, and financial institutions have been advised to verify the licence status of any operator before engaging in foreign exchange transactions.

Sidi-Ali reiterated that operating a BDC without a valid licence is a punishable offence under Section 57(1) of the Banks and Other Financial Institutions Act (BOFIA) 2020, cautioning that the Bank will enforce compliance across the market.
“To promote transparency and protect consumers, the Central Bank will continue to update its website with Bureaux De Change that hold valid operating licences,” the statement noted.
As part of the transparency push, the CBN published the full list of newly approved BDCs, dividing them into two operational categories: Tier 1 and Tier 2.
