Moore Submits Report to White House, Recommends Sanctions, Security Pact Over Christian Persecution in Nigeria

February 24, 2026

U.S. Congressman Riley M. Moore on Monday presented a comprehensive report to the White House outlining proposed measures to address the persecution of Christians and rising extremist violence in Nigeria.

Moore joined members of the House Committees on Appropriations and Foreign Affairs to formally submit the document, which followed months of investigation, including a bipartisan fact-finding visit to Nigeria, congressional hearings, consultations with religious leaders, and meetings with internally displaced persons and senior Nigerian government officials.

The move comes after U.S. President Donald Trump redesignated Nigeria as a Country of Particular Concern (CPC) on October 31, 2025, citing religious freedom violations. Trump had tasked Moore and House Appropriations Committee Chairman Tom Cole with leading a congressional review of alleged persecution against Christian communities and broader security concerns in the country.

In a statement released after the meeting, Moore described the engagement at the White House as productive and commended the administration’s commitment to addressing religious persecution. He said the report provides “concrete steps to impose accountability measures, counter radical Islamic terrorism, and work in coordination with the Nigerian government to bring security to all the people of Nigeria.”

According to details released, the report recommends the establishment of a bilateral U.S.–Nigeria security agreement aimed at protecting vulnerable Christian communities and dismantling jihadist networks. It also proposes withholding certain U.S. funds pending what it described as demonstrable action by the Nigerian government to curb violence against Christians.

Other recommendations include the imposition of sanctions and visa restrictions against individuals or groups allegedly responsible for religious persecution, provision of technical support to address violence linked to armed Fulani militias, and a call for the repeal of Sharia and blasphemy laws.

The report further urges collaboration with international partners, including France, Hungary and the United Kingdom, to confront extremist threats and promote religious freedom.

Moore said he witnessed what he termed “horrific atrocities” during the delegation’s visit to Nigeria and stressed that the United States must hold perpetrators accountable while supporting efforts to stabilize affected communities.

“The world is now watching,” Moore said, urging Nigerian authorities to strengthen bilateral ties with Washington and take decisive action to end violence against Christian populations.

As of press time, there was no immediate response from the Nigerian government regarding the report or the proposed measures.
