Moghalu to Lead Strategic Dialogue on Africa’s Economic Security at CoSPAL Assembly in Morocco

Former Deputy Governor of the Central Bank of Nigeria and President of the IGET Academy, Professor Kingsley Moghalu, is set to deliver the keynote address at the 3rd General Assembly of the Conference of Speakers and Presidents of African Legislatures (CoSPAL), scheduled for December 12–14, 2025, in Rabat, Morocco.

The gathering, hosted by Morocco’s House of Representatives, will convene under the theme “Legislative Leadership and Parliamentary Diplomacy in a Changing Global Order.”

Moghalu is billed to speak during the High-Level Dialogue session on Friday, December 12, where he will address the topic “Securing Africa’s Economy for the Future: The Role of Legislative Leadership.”

Africa Must Prioritise Good, Corporate Governance, Says Moghalu

According to CoSPAL, the decision to invite Moghalu was informed by his track record in governance, institutional leadership, and economic transformation. In its invitation letter signed by Secretary-General Dr. Dapo Oyewole, the organization said the dialogue aims to bring together leading African and global experts with parliamentary leaders to examine pressing economic challenges.

The session will interrogate Africa’s structural economic vulnerabilities amid shifting global dynamics and explore legislative pathways to advance industrialization and safeguard the continent’s economic sovereignty.

Formed in 2020, CoSPAL is a pan-African inter-parliamentary body that provides a unified platform for legislative leaders across the continent. The organization comprises 25 member parliaments, including Algeria, Cameroon, Ghana, Nigeria, South Africa, Rwanda, Uganda, Morocco, and others. The Speaker of Ghana’s Parliament, Rt. Hon. Alban Sumana Bagbin, currently chairs the body.

Moghalu, a respected political economist and former Nigerian presidential candidate, has built an extensive international profile spanning academia, public policy, and global governance. He served as CBN Deputy Governor between 2009 and 2014 and later held teaching and research appointments at Tufts University and the University of Oxford. He also served as the inaugural President and Vice-Chancellor of the African School of Governance in Kigali after a 17-year career with the United Nations, where he rose to the rank of Director.

He currently leads the Institute for Governance and Economic Transformation (IGET Academy), a public policy think tank offering executive education to African leaders, and Sogato Strategies, a Washington D.C.-based risk and business intelligence advisory firm.
