Ghana Threatens to Suspend DStv Licence Over Subscription Rates

Ghana’s government has escalated its standoff with MultiChoice Ghana, operator of satellite television service DStv, threatening to suspend its broadcasting licence unless subscription fees are cut by 30%.

Communications Minister Samuel Nartey George said he has instructed the National Communications Authority (NCA) to begin suspension proceedings if the company fails to comply.

The deadline, initially set for August 7, 2025, has since been extended under a negotiated framework, but pressure on the South African-owned operator remains intense. “I have directed the NCA to act swiftly. If by the 7th of August DStv has not complied, their broadcasting licence will be suspended. My fidelity lies with the Ghanaian people. They have been cheated for years, and it is time we put an end to that,” George declared.

The dispute stems from the government’s directive that DStv reduce subscription fees by nearly a third. MultiChoice rejected the order, describing it as “not tenable.” Managing Director Alex Okyere warned that enforced cuts could undermine service quality, threaten jobs, and reduce consumer choice. Instead, the company offered to freeze current prices while halting revenue remittances to its Johannesburg headquarters an option George dismissed as “illogical.”

The minister also accused the broadcaster of double standards, noting that it complied with a Nigerian court ruling to suspend price hikes there but resisted similar measures in Ghana.

For subscribers, the controversy taps into long-standing frustration over steep fees. Social media has seen boycott calls and hashtags such as #FixDstvPrices, with many comparing Ghana’s rates to Nigeria’s, where premium packages cost significantly less.

Consumer groups like CUTS International have also criticised MultiChoice for hiking fees without sufficient notice, calling for stronger competition laws to curb what they describe as monopolistic practices. Economist Appiah Kusi Adomako argued that government intervention is warranted, calling the situation a “textbook case of market failure.”

MultiChoice maintains that its pricing reflects high operational costs, expensive content acquisition, and the volatility of the Ghanaian cedi, which has lost more than 200% of its value in the past eight years. While rejecting a 30% reduction, the company has pledged to continue dialogue and confirmed its participation in a government-led pricing committee expected to conclude negotiations by September 21, 2025.

Government officials remain uncompromising. Presidential staffer Nana Yaa Jantuah said if MultiChoice cannot meet regulatory expectations, “they should simply fold up and leave.” She also questioned the value of DStv’s offerings, arguing that much of its content is outdated despite subscribers paying premium rates.

The implications of the dispute extend beyond television screens. For consumers, it is about affordability in the midst of rising living costs. For MultiChoice, it raises questions about its ability to operate sustainably in Ghana. And for investors, the government’s heavy-handed stance could reinforce concerns about regulatory unpredictability in one of West Africa’s key markets.

A joint committee comprising the Ministry of Communications, the NCA, MultiChoice Ghana, and MultiChoice Africa has been given 14 days from September 5 to agree on price reductions. Meanwhile, fines of GH¢10,000 per day for non-compliance continue to accumulate. Whether the confrontation ends in compromise, litigation, or the suspension of one of Ghana’s most popular pay-TV services will be closely watched across the region.
