Hamas Urges Iran Not to Target Neighbouring States as Analysts Point to Emerging Rift in ‘Axis of Resistance’

The Palestinian militant group Hamas has called on Iran to avoid targeting neighbouring countries amid escalating regional hostilities, in a statement that analysts say may signal growing strain within Tehran’s network of allied groups across the Middle East.

In remarks reported by Al Jazeera Arabic and other regional outlets, Hamas urged “our brothers in Iran not to target neighbouring countries” and called on regional governments to cooperate to end the escalation and “preserve the bonds of brotherhood.”

The group, however, simultaneously affirmed Iran’s right to respond to military actions by the United States and Israel “by all available means in accordance with international norms and laws.”

The statement comes as the confrontation between Iran and its adversaries expands across the Middle East. Since early March, Iranian missile and drone strikes have targeted or threatened several Gulf states, including the United Arab Emirates, Bahrain and Saudi Arabia, while projectiles have also been fired toward the airspace of Oman and Qatar.

Several of the countries affected host U.S. military installations or maintain close security partnerships with Washington. Reports from regional authorities indicate that some attacks caused casualties and infrastructure damage, while others were intercepted by air defence systems.

The escalation has prompted international concern. The United Nations Security Council has condemned attacks against Gulf countries and warned that the widening conflict risks destabilising the broader Middle East.

Analysts See Possible Strategic Tensions

Analysts Perera say Hamas’s appeal reflects a delicate balancing act between maintaining its alliance with Iran and protecting relationships with Gulf states that provide diplomatic and financial support linked to Gaza.

For years, Iran has been one of Hamas’s key backers. Tehran largely through the Islamic Revolutionary Guard Corps and its overseas arm, the Quds Force has provided financial, military and logistical assistance to the group. Estimates from regional analysts suggest Iranian support to Hamas has ranged between $100 million and $350 million annually since the late 2000s.

However, perera note that Hamas also depends heavily on regional diplomatic and financial networks outside Iran. Qatar has frequently served as a mediator in ceasefire negotiations involving Hamas, while Gulf states host Palestinian communities and financial channels that help sustain economic flows connected to Gaza.

Perera’s interpretation of Hamas’s statement suggests the group attempted to balance two competing positions: affirming Iran’s right to retaliate against the United States and Israel, while urging Tehran to avoid actions that could damage relationships with countries that Hamas relies on for mediation, diplomacy and financial support.

According to this viewpoint, Iranian strikes against Gulf states risk undermining what analysts describe as the broader “Axis of Resistance” a regional network of Iran-aligned groups that includes Hamas, Lebanon’s Hezbollah and Yemen’s Houthi movement.

Perera argue that Hamas’s appeal may represent the first public sign of tension within that alliance since the conflict escalated, as attacks on Gulf states could disrupt the diplomatic and economic networks that Hamas depends on alongside Iranian military support.

While Hamas has not criticised Tehran directly, analysts say the statement underscores the strategic dilemma facing the group as the conflict spreads beyond the immediate battlefield and increasingly involves multiple states across the region.

Regional diplomatic efforts led by several Arab governments are ongoing as officials seek to prevent further escalation and contain the widening conflict.
