Optiva Capital Partners has announced that the $2.4 billion Grenada National Resort described as the single largest investment in Grenada and one of the Caribbean’s most ambitious hospitality developments is scheduled to open in 2027, positioning itself as a major gateway for African investors seeking global mobility through citizenship-by-investment, Prime Business Africa reports.
The government-approved project is tied to Grenada’s Citizenship by Investment (CBI) Programme, offering qualifying investors visa-free or visa-on-arrival access to more than 140 countries, including the United Kingdom, parts of Europe, China, and other global business destinations.
The announcement followed the project’s topping-out ceremony, a milestone in real estate development marking the completion of the structural framework and transition into the finishing phase. The event was attended by Grenadian government officials, developers, international stakeholders, and representatives of the global hospitality sector.

Richard Duncan, Singapore Hensheng Group Chairman Yuan Fa Lee, and executives linked to Wyndham Hotels & Resorts, the U.S.-based hospitality group partnering on the project.
Franklin Nechi, Chairman of Optiva Capital Partners, represented African stakeholders at the ceremony, reinforcing the firm’s positioning as a leading Africa-focused investment migration advisory.
“We are number one in Africa when it comes to placing investors into the Grenada National Resort as a pathway to Grenadian citizenship,” Nechi said at the event, noting that investors will acquire equity stakes in the resort and receive annual lifestyle benefits, including a two-week complimentary stay, alongside citizenship eligibility.
De-risking Through Delivery Milestones
In institutional real estate, a topping-out ceremony signals reduced construction and execution risk, offering investors greater assurance that capital commitments are translating into tangible assets. For governments, such milestones also demonstrate progress on economic diversification and tourism expansion strategies.
Industry analysts note that asset-backed citizenship programmes have come under heightened global scrutiny in recent years, increasing the premium placed on transparency, regulatory compliance, and physical project delivery.
The Grenada National Resort is structured as a qualifying investment under Grenada’s CBI framework, long considered one of the more established programmes in the Caribbean region. By linking equity participation in a national-scale hospitality asset to citizenship eligibility, the project blends real estate investment with mobility planning.
African Capital in Global Asset Allocation
Optiva’s participation reflects a growing appetite among Nigerian and broader African high-net-worth individuals for portfolio diversification beyond domestic markets. Investment migration, once seen primarily as a travel convenience, is increasingly being framed as a wealth preservation and succession planning tool.
Nechi said the firm’s strategy prioritises compliance and government-approved projects over speculative ventures. “What used to be a Plan B for travel has become a strategic plan for health, education, wealth, and security,” he said.
For African investors navigating currency volatility, regulatory shifts, and global market uncertainties, such programmes are being evaluated not only for passport strength but also for underlying asset quality and exit potential.
With a 2027 delivery target, the Grenada National Resort will test investor appetite for large-scale, government-aligned hospitality developments tied to citizenship incentives. If completed on schedule, it would represent one of the Caribbean’s largest integrated resort investments and a significant case study in how emerging-market capital is reshaping global investment migration flows.
