NNPC, Dangote Refinery Deepen Strategic Alliance to Boost Energy Security

The Group Chief Executive Officer of NNPC Limited, Bashir Bayo Ojulari, has reaffirmed the national oil company’s commitment to strengthening its operational and commercial relationship with the Dangote Refinery following a high-level visit to the facility in Ibeju-Lekki, Lagos State.

Ojulari led a delegation of senior officials to the 650,000 barrels-per-day refinery and petrochemical complex on Saturday, where discussions centered on expanding collaboration across upstream operations, product trading, shipping logistics and gas supply.

NNPC Limited currently holds a 7.25 per cent equity stake in the refinery. The stake was secured in 2021 as part of a broader effort to support domestic refining capacity and reduce Nigeria’s dependence on imported petroleum products. Industry analysts say the visit signals renewed efforts to maximise synergies between the state oil company and Africa’s largest single-train refinery.

Speaking during the visit, Ojulari described the refinery as a world-class facility, noting that seeing the complex firsthand underscored its scale and technological sophistication. He said the partnership aligns with the Federal Government’s broader objective of ensuring energy security, stimulating industrial growth and delivering long-term value to Nigerians.

President Tinubu’s administration has prioritised reforms in the oil and gas sector, including the implementation of the Petroleum Industry Act and policies aimed at attracting private investment and improving operational efficiency within the energy value chain.

Founder and President of the Dangote Group, Aliko Dangote, described the visit as a significant milestone in deepening cooperation with NNPC Limited. He reiterated plans to open the refinery to broader Nigerian ownership, stating that shares in the project are expected to be made available to the public in the coming months, subject to regulatory approvals.

The Dangote Petroleum Refinery, located in the Lekki Free Zone, is designed to process 650,000 barrels of crude oil per day at full capacity. The facility is expected to meet Nigeria’s domestic demand for petrol, diesel and aviation fuel while also positioning the country as a net exporter of refined petroleum products to regional and international markets.

The renewed alliance between NNPC Limited and the Dangote Refinery comes amid ongoing efforts to stabilise fuel supply, strengthen local refining capacity and reduce foreign exchange pressures associated with fuel imports. Both organisations said they remain committed to deepening cooperation to advance Nigeria’s long-term energy and economic interests.
