Trump Signs 10% Global Tariff on All Imports After Supreme Court Setback

February 21, 2026

U.S. President Donald Trump has signed an executive order imposing a 10 percent tariff on imports from all countries, a sweeping move that takes effect almost immediately and marks a significant escalation in his administration’s trade policy.

The action comes just hours after the Supreme Court of the United States struck down key elements of Trump’s earlier tariff regime. In a 6–3 decision, the court ruled that the president had exceeded his authority under the International Emergency Economic Powers Act (IEEPA) when he imposed broad “reciprocal” tariffs on multiple trading partners.

According to reports by Reuters, the new 10 percent tariff is being implemented under Section 122 of the Trade Act of 1974. That statute allows the president to impose temporary import duties of up to 15 percent for as long as 150 days in response to serious balance-of-payments problems.

While Trump described the tariff as taking effect “almost immediately,” White House guidance indicates the duties are scheduled to begin at 12:01 a.m. Eastern Time on February 24. Officials said the measure would apply broadly to goods entering the United States from all countries, making it one of the most sweeping trade actions in recent years.

Despite the court ruling, the administration maintains that other tariffs remain intact. These include duties imposed under Section 232 of the Trade Expansion Act of 1962 on national security grounds and Section 301 of the Trade Act of 1974 addressing unfair trade practices.

International reaction has been cautious, with several governments assessing the potential impact on exports and global supply chains. Economists warn that a universal tariff could increase costs for U.S. businesses that rely on imported materials and may ultimately lead to higher prices for consumers.

Because Section 122 authorizes only temporary action, the 10 percent tariff is not automatically permanent. Its continuation would depend on further executive steps or congressional involvement.

The development underscores the continuing legal and political tensions surrounding the administration’s trade strategy and the limits of presidential authority in reshaping U.S. economic policy.
