The Nigerian Content Development and Monitoring Board (NCDMB), in partnership with Shell Nigeria Exploration and Production Company (SNEPCo) and Lagos Deep Offshore Logistics (LADOL), has launched a 12-month Human Capacity Development (HCD) programme aimed at equipping young Nigerians with specialised skills required for supply base operations in the oil and gas industry, Prime Business Africa reports.
The initiative, which commenced at the LADOL Free Zone in Apapa, Lagos, is expected to strengthen Nigeria’s local content drive by developing a pool of skilled professionals capable of supporting critical logistics, procurement, trade and supply chain functions within the energy sector.

Speaking at the inauguration, the Executive Secretary of NCDMB, Engr. Felix Omatsola Ogbe, represented by the Board’s General Manager, Human Capacity Development, Ms. Alexis Emelle, described the programme as a strategic investment in Nigeria’s future workforce and energy industry.
According to her, the initiative goes beyond training, reflecting the Board’s commitment to building a highly skilled workforce capable of meeting the evolving demands of the oil and gas sector while creating pathways for young Nigerians to access high-value employment opportunities.
She urged the trainees to approach the programme with discipline, dedication and a willingness to learn, stressing that the industry requires professionals who are dependable, adaptable and solution-oriented.
“The industry needs professionals who can respond to challenges and deliver results. Every lesson, assignment and practical experience should be viewed as an opportunity to build competence and character,” she said.
Speaking on behalf of SNEPCo, the company’s Nigerian Content Manager, Mr. Obiajulu Onochie, said human capital development remains central to achieving operational excellence and sustaining growth in the energy industry.
He commended NCDMB for its role in advancing Nigerian content development, noting that the Board has established itself as one of the country’s leading institutions for capacity building in the sector.
Onochie disclosed that SNEPCo has implemented several training initiatives this year in areas such as cybersecurity, NEBOSH certification, blockchain architecture and subsea disciplines, underscoring the company’s commitment to developing indigenous talent.
He added that sustained investment in people is essential to building a competitive and resilient energy industry capable of meeting future challenges.
A representative of LADOL also highlighted the importance of local content policies in driving indigenous participation in the oil and gas sector, noting that the company’s growth has been closely tied to Nigeria’s local content framework.

Speaking on behalf of the beneficiaries, Mr. Olaniye Sodiq expressed appreciation to NCDMB, SNEPCo, LADOL and the programme’s training partners for investing in their professional development.
He said the trainees were eager to maximise the opportunity and contribute meaningfully to LADOL and the wider oil and gas industry upon completion of the programme.
