The Nigerian Content Development and Monitoring Board (NCDMB) has launched a monthly lecture series aimed at improving staff understanding of the agency’s regulatory processes and strengthening knowledge-sharing across its directorates, Prime Business Africa reports.

The LearnFest Lecture Series, inaugurated on Thursday at the board’s headquarters in Yenagoa, is an initiative of the Nigerian Content Academy (NCA), the NCDMB’s training and knowledge-sharing arm. The three-hour inaugural session focused on the roles of the board’s seven directorates and how their functions interact in delivering its mandate.

NCDMB Director of Capacity Building Abayomi Bamidele said the programme was designed to deepen understanding of Nigerian Content tools and processes among employees and oil and gas industry stakeholders.
He said industry operators and service companies needed a clearer understanding of the Nigerian Oil and Gas Industry Content Development Act 2010, Nigerian Content Compliance Certificates, Nigerian Content Plans, statutory reporting requirements and expatriate quota regulations.
“LearnFest will make our work easier,” Bamidele said, adding that industry associations, academic institutions and government agencies had expressed interest in specialised training offered through the Nigerian Content Academy.
The academy is also developing a faculty for its training programmes, with speakers at the LearnFest series expected to form part of the pool of potential instructors, Bamidele said. He added that NCDMB management had approved the use of a purpose-built facility in Opolo, Yenagoa, as a training centre for the academy.
The inaugural lecture was delivered by MofeMegbele, manager of the Planning and Policy Development Department, who examined the activities and processes of the Planning, Research and Statistics Directorate.
The session covered planning and policy development, expatriate quota, research and development, technology commercialisation, the Nigerian Content Joint Qualification System, the Nigerian Content Consultative Forum and stakeholder engagement.

The directorate comprises the Planning and Policy Development Department and the Research and Statistics Development Division, both headed by general managers.
The Planning and Policy Development Department was established in September 2018 under Section 70 of the Nigerian Oil and Gas Industry Content Development Act and is responsible for developing policies and guidelines for internal and external stakeholders and monitoring their implementation.
The LearnFest Lecture Series will be held monthly for the next nine months, with each edition focusing on a different directorate. Attendance is mandatory for NCDMB staff, while other oil and gas industry stakeholders will be able to participate in subsequent editions.
