DR Congo Turns to Nigeria for Oil and Gas Local Content Lessons

Top officials of Nigeria’s petroleum industry and their counterparts from the Democratic Republic of Congo (DRC) at Abuja on Monday, during a courtesy call by the Congolese delegation that visited Nigeria to understudy NCDMB’s local content framework.

A delegation from the Democratic Republic of Congo has begun a study tour of Nigeria’s oil and gas local content framework, with engagements planned with the Nigerian Content Development and Monitoring Board (NCDMB) and other industry institutions, Prime Business Africa reports.

The delegation, led by DRC Minister of Hydrocarbons Simplice Stev Onanga, arrived in Nigeria to examine the country’s experience in developing indigenous capacity in the oil and gas industry.

Nigeria’s Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, received the delegation in Abuja on Monday and said Nigeria was willing to share its experience with other African oil-producing countries through platforms including the African Petroleum Producers Organisation (APPO).

Lokpobiri said Nigeria had achieved 61% local content in the oil and gas industry since the Nigerian Oil and Gas Industry Content Development Act was enacted in 2010.

He said divestments of onshore oil and gas assets by international oil companies had created opportunities for indigenous operators, including Renaissance Africa Energy Company, Seplat Energy and Oando Energy Resources.

Nigeria currently produces more than 1.8 million barrels of crude oil per day, Lokpobiri said, adding that Nigerian companies had increased their participation in land and shallow-water operations while foreign companies remained active in deepwater projects.

He said the Nigerian Content Development Fund was financed through a 1% levy on awarded upstream oil and gas contracts.

NCDMB Executive Secretary Felix Omatsola Ogbe, represented by the board’s Director of Corporate Services, Abdulmalik Halilu, said the agency would share its experience with the DRC.

 

Halilu cited Nigeria’s regulatory framework and a 10-year strategic roadmap that targets 70% in-country value retention and more than 300,000 direct jobs by 2027.

 

Onanga said the delegation would study Nigeria’s approach to local content development.

“We are proud to be in Nigeria to witness what has been accomplished,” he said.

 

The study tour runs until Friday and includes visits to the NCDMB headquarters in Bayelsa State, fabrication facilities at the Onne Free Zone, an NLNG supplier session, the University of Port Harcourt Gas Centre, and the LADOL and Nigerdock yards.
