Former Russian Foreign Ministry Official Jailed for Treason Over U.S. Espionage Claims

A Russian court has sentenced Arseniy Konovalov, a former employee of Russia’s Foreign Ministry, to 12 years in a maximum-security penal colony after finding him guilty of high treason for leaking classified information to the United States, Prime Business Africa reports.

The Moscow City Court also imposed a 100,000-ruble fine and ordered a one-year restriction of freedom to take effect after Konovalov completes his prison term, Russia’s Federal Security Service (FSB) said in a statement released through the state news agency TASS.

According to investigators, Konovalov handed over classified documents while on a long-term foreign posting in the United States, receiving financial compensation for the information. The FSB said the materials were subsequently passed to American intelligence agencies, though it did not disclose the nature of the documents involved.

Konovalov was arrested in March 2024 following what authorities described as a counter-intelligence operation. Russian media later aired footage of his detention, showing security officers informing him of the treason charges before taking him into custody.

Officials confirmed that the alleged intelligence contacts occurred during Konovalov’s assignment in the United States between 2014 and 2017, when he served at the Russian consulate in Houston. No specific U.S. intelligence agency was named, and American authorities have not commented publicly on the case.

The conviction comes amid heightened espionage tensions between Moscow and Washington. In a related case highlighted by the FSB, a former research center employee in Russia’s Kaluga region was sentenced in September to four years in prison for transferring classified information to a representative of a U.S. national laboratory during a business trip to France.

Russian authorities say the Konovalov case underscores intensified efforts to combat espionage and internal security breaches within state institutions, as diplomatic relations between Russia and Western countries remain strained.
