Mahama Signs Three Major Reform Bills Into Law in Ghana

President John Dramani Mahama has signed into law three major reform bills aimed at expanding access to legal education, strengthening public financial oversight, and promoting accountability in governance, Prime Business Africa reports.

The newly enacted laws – the Legal Education Act, the Value for Money Office Act, and the Governance Advisory Council Act were assented to by the Ghanaian leader before his departure from Accra to Nairobi, according to official government statements.

Mahama described the legislation as transformative measures designed to strengthen institutions and protect the interests of Ghanaians.

The Legal Education Act is expected to significantly reshape professional legal training in Ghana by ending the long-standing exclusive authority of the Ghana School of Law over professional legal education.

Under the new framework, additional accredited institutions will be permitted to provide professional legal training, while a restructured regulatory system will oversee standards and accreditation.

According to the Ghana News Agency, Attorney-General Dominic Ayine said the reform would broaden access to legal education and create more opportunities for aspiring lawyers across the country.

The president said the legislation would introduce healthy competition while maintaining high standards in legal training.

Mahama also signed the Value for Money Office Act, establishing a new oversight institution tasked with reviewing major government contracts and expenditures to ensure cost efficiency and accountability.

The office is expected to scrutinise public spending, detect inflated contracts, and reduce wasteful expenditure in government projects.

Finance Minister Cassiel Ato Forson previously described the proposed office as a key mechanism for tackling inefficiencies in Ghana’s public financial management system.

According to Ghana’s Ministry of Finance, the office will issue Value for Money Certificates for major contracts and monitor compliance across public institutions. The ministry said the initiative aligns with international standards used in countries including Canada and the United Kingdom.

Mahama said every cedi spent by government must deliver measurable value to the Ghanaian people.

The third legislation, the Governance Advisory Council Act, establishes an independent advisory body intended to strengthen transparency, accountability, and anti-corruption efforts within government institutions.

The Ghanaian president said the law fulfils a major governance pledge aimed at improving public trust in leadership and ensuring greater accountability in public office.

Officials present during the signing ceremony reportedly included Chief of Staff Julius Debrah, presidential spokesperson Felix Kwakye Ofosu, Attorney-General Dominic Ayine, Finance Minister Cassiel Ato Forson, and Clerk to Parliament Ebenezer Ahumah Djietror.

The reforms come as the Mahama administration pushes a broader governance and institutional reform agenda focused on transparency, economic efficiency and public sector accountability.
