Erdogan’s Engraved Revolvers for NATO Leaders Trigger Legal Hurdles as Starmer Leaves Gift Behind in Türkiye

Turkish President Recep Tayyip Erdogan has drawn international attention after presenting NATO leaders with personalized engraved revolvers and boxes of live ammunition during the alliance’s 2026 summit in Ankara, an unconventional diplomatic gesture that has raised legal and security questions in several member states.

 

The gifts were presented on the sidelines of the two-day summit, where alliance leaders met to discuss increased defence spending, military rearmament and security challenges arising from the wars in Ukraine and the Middle East. Each firearm was engraved with the recipient’s name and accompanied by a signed note from Erdogan waiving Türkiye’s export controls to facilitate its removal from the country.

Among the recipients were British Prime Minister Keir Starmer and Canadian Prime Minister Mark Carney.

Starmer disclosed the unusual gift while speaking to journalists aboard his flight back to London, explaining that although Erdoğan’s waiver cleared the firearm for export from Türkiye, it did not override Britain’s strict firearms laws. As a result, the revolver was left in Ankara because importing a live handgun and ammunition into the United Kingdom without the required authorisations is prohibited.

 

British officials said the firearm will be decommissioned before any arrangements are made for its return to the UK. Downing Street has not released any official photographs of the gift.

 

Canada is also taking a cautious approach. Global Affairs Canada confirmed that Carney’s engraved revolver will be transferred to the Royal Canadian Mounted Police for decommissioning in accordance with Canadian law, security requirements and government policy. Officials said the firearm could eventually be displayed in a Canadian museum after it has been rendered permanently inoperable.

 

Reports indicate that other NATO members are also navigating legal and customs requirements before accepting the gifts. Germany reportedly transferred Chancellor Friedrich Merz’s engraved firearm to its embassy in Türkiye to complete the necessary procedures before any decision is made on its import, while Sweden is understood to be following similar administrative processes.

The summit, the first hosted by Türkiye since 2004, was dominated by discussions on strengthening NATO’s military capabilities, sustaining support for Ukraine and enhancing collective security amid ongoing regional conflicts.

During the meeting, Starmer and Erdogan also signed a bilateral defence agreement aimed at expanding intelligence sharing and defence cooperation between the United Kingdom and Türkiye.

 

While diplomatic gifts are a longstanding feature of international summits, they are typically limited to cultural artefacts, commemorative items or works of art.

Erdogan’s decision to present functioning firearms accompanied by live ammunition therefore stands out as an exceptionally rare gesture, sparking debate over diplomatic protocol, national firearms regulations and the practical challenges of transporting such gifts across international borders.
