Trump Appoints Housing Regulator Bill Pulte as Acting U.S. Intelligence Chief

June 3, 2026

U.S. President Donald Trump has appointed Federal Housing Finance Agency (FHFA) Director Bill Pulte as Acting Director of National Intelligence (DNI), placing a housing finance regulator with no known intelligence or national security background in charge of America’s intelligence community.

Trump announced the appointment on Tuesday, saying Pulte would continue to serve as FHFA Director and Chairman of mortgage finance giants Fannie Mae and Freddie Mac while assuming the nation’s top intelligence post.

“I am appointing the Director of the Federal Housing Finance Agency, and Chairman of Fannie Mae/Freddie Mac, William J. Pulte, to serve as Acting Director of National Intelligence,” Trump wrote on his official Truth social account, describing Pulte as an experienced manager of sensitive matters and financial institutions overseeing more than $10 trillion in assets.

The appointment comes amid growing scrutiny because the Office of the Director of National Intelligence oversees 18 U.S. intelligence agencies, including the Central Intelligence Agency (CIA) and the National Security Agency (NSA), and serves as the principal intelligence adviser to the president.

Pulte, a businessman and philanthropist who inherited part of the Pulte homebuilding fortune, was confirmed by the U.S. Senate in 2025 to lead the FHFA, the regulator overseeing Fannie Mae and Freddie Mac. His professional background has been largely centered on business, housing finance and philanthropy rather than intelligence, military affairs or foreign policy.

The decision has sparked questions in Washington about the qualifications required to lead the U.S. intelligence apparatus at a time when the United States is navigating major geopolitical challenges involving China, Russia and Iran.

Supporters of the appointment have pointed to Pulte’s experience managing large financial institutions and Trump’s confidence in his leadership abilities. Critics, however, argue that directing the nation’s intelligence community typically requires extensive expertise in national security, intelligence operations and foreign affairs.

Pulte succeeds former Director of National Intelligence Tulsi Gabbard, who is stepping down from the position. Reports indicate that Gabbard cited family-related considerations connected to her husband’s health, although media reports have also pointed to policy disagreements and tensions within the administration over intelligence matters.

As acting DNI, Pulte can temporarily serve in the role without undergoing a new Senate confirmation process. The appointment allows him to oversee intelligence coordination across the federal government while retaining his current responsibilities at the FHFA.

The move represents one of the most unconventional national security appointments of Trump’s second term, elevating a housing finance regulator to one of the most sensitive positions in the U.S. government and reigniting debate over the balance between loyalty, management experience and subject-matter expertise in senior intelligence leadership.
