President Tinubu has approved the appointment of Dr. John Nwabueze as Nigeria’s first Tax Ombudsman, marking a milestone in the country’s efforts to strengthen transparency and accountability within its tax administration system.
The appointment, announced on November 4, 2025, was made under the Joint Revenue Board of Nigeria Act.
The creation of the Office of the Tax Ombudsman is aimed at ensuring fair and impartial resolution of disputes involving taxes, levies, customs duties, excise charges, and other fiscal matters.

Dr. Nwabueze, a seasoned tax expert and policy adviser who has previously served in various national fiscal reform committees, including during the administration of former President Olusegun Obasanjo, is expected to steer the office toward enhancing non-oil revenue generation and curbing arbitrary tax practices.
The Ombudsman’s responsibilities include receiving and investigating complaints from taxpayers, ensuring compliance with existing tax laws, and mediating between taxpayers and revenue authorities to promote fairness and cooperation in conflict resolution.
“The establishment of the Tax Ombudsman Office reflects President Tinubu’s broader fiscal reform agenda to build a more transparent, accountable, and investor-friendly tax environment,” the statement added.
Analysts view the move as a critical step in boosting taxpayer confidence, improving Nigeria’s ease of doing business, and aligning the nation’s fiscal governance structures with global best practices.
This development is part of the administration’s ongoing efforts to diversify revenue sources beyond oil and strengthen institutional frameworks for sustainable economic growth.
