Trump Hosts Ukraine Peace Summit, Calls Putin During Talks

August 19, 2025

President Trump on Monday hosted a high-stakes White House summit with Ukrainian President Volodymyr Zelenskyy and several European leaders, seeking a breakthrough in the nearly four-year-old Russia–Ukraine war.

The gathering included French President Emmanuel Macron, German Chancellor Friedrich Merz, Italian Prime Minister Giorgia Meloni, British Prime Minister Keir Starmer, Finnish President Alexander Stubb, European Commission President Ursula von der Leyen, and NATO Secretary General Mark Rutte. It was one of the largest shows of European unity in Washington since the conflict began.

Talks focused on security guarantees for Ukraine, to be provided by European nations with U.S. backing. The plan, short of NATO membership, is intended to give Kyiv assurances of long-term protection. Trump described the meeting as a “very good, early step” toward peace.

In a dramatic move, Trump paused discussions to place a call to Russian President Vladimir Putin. He later said a direct meeting between Putin and Zelenskyy was being arranged, to be followed by a possible trilateral summit involving himself. Hungary has been floated as a potential host within two weeks.

Zelenskyy voiced readiness to engage in the process, while pressing for stronger European-backed guarantees and the return of abducted Ukrainian children. Trump’s envoys, including Vice President JD Vance, Secretary of State Marco Rubio, and Special Envoy Steve Witkoff, have been tasked with managing follow-up talks.

European leaders emphasized the need for a ceasefire before any broader settlement, but Trump signaled a willingness to pursue negotiations without that condition. Ukraine has also indicated interest in a $90 billion U.S. weapons package, to be financed with European support, as part of the framework under discussion.

The summit, though cordial and symbolically significant, produced no binding agreements. Still, Trump is positioning himself as a central broker in a diplomatic effort that, if successful, could reshape Eastern Europe’s security order and mark the most significant opening toward peace since Russia’s full-scale invasion in 2022.
