Niger Seals $1.9 Billion Deal for Major Refinery, Petrochemical Complex

Niger has signed a $1.9 billion agreement with Zimar Group and its partner, High Tech, to develop a 100,000-barrel-per-day refinery and petrochemical complex in Dosso, as the country seeks to expand domestic crude processing and strengthen its energy security, Prime Business Africa reports. 

The agreement, signed on Saturday, August 15, provides for the project to be developed under a build-operate-transfer (BOT) framework. The consortium will be responsible for designing, financing and constructing the facility, as well as operating it before transferring ownership to the Nigerien government.

The agreement covers a 16-year period, comprising three years of construction and 13 years of operation. At the end of the operating period, the facility will be transferred to the state.

The consortium has four months to mobilise funding for the project, while final financial close is expected within 12 months. A monitoring committee will oversee implementation, ensure compliance with contractual obligations and track progress against the agreed development schedule.

The proposed refinery would significantly expand Niger’s refining capacity. At 100,000 barrels per day, it would be five times larger than the country’s existing 20,000-bpd refinery in Zinder.

The Dosso development will extend beyond refining. The project includes a petrochemical complex, pipelines and storage facilities, creating an integrated downstream operation designed to process Nigerien crude and support the distribution of refined petroleum products.

The facility is expected to prioritise the domestic market, with surplus products potentially exported to neighbouring countries, particularly landlocked markets such as Burkina Faso and Mali.

The agreement builds on a memorandum of understanding signed in October 2024 between the Nigerien government and the consortium. That initial agreement paved the way for discussions on developing refining and petrochemical facilities in Dosso.

The project has since progressed into a formal public-private partnership structure, reflecting Niger’s broader strategy of extracting greater economic value from its petroleum resources.

The strategy has become increasingly important since Niger began exporting crude through the Niger-Benin pipeline in 2024. Expanding domestic refining capacity would allow the country to complement crude exports with increased production of refined petroleum products for domestic consumption and regional markets.

For President Abdourahamane Tiani’s administration, the project is also part of a broader drive to reduce reliance on imported petroleum products, strengthen energy sovereignty and improve national self-sufficiency.

If financing is secured and construction proceeds as planned, the Dosso complex would become one of Niger’s largest industrial projects and substantially transform its downstream petroleum sector. Its proposed capacity would also place it among the larger refinery developments in West Africa, although it would remain smaller than Nigeria’s Dangote refinery.

The immediate challenge is financing. The consortium must mobilise funds within four months and reach financial close within a year, milestones that will determine whether the agreement progresses from a signed development framework to full-scale construction.
