Meta and TikTok have agreed to strengthen their response to false and potentially dangerous information linked to migration attempts into Spain’s North African enclave of Ceuta, following a deadly mass movement from Morocco.
The agreement includes an emergency mechanism allowing fact-checkers to rapidly flag potentially harmful content to the social-media companies for assessment and possible action.

Henna Virkkunen, the European Commission’s executive vice-president for tech sovereignty, security and democracy, announced the agreement, saying the companies were working with the European Union to prevent criminal networks from using false information to encourage prospective migrants to undertake dangerous journeys.
The move follows a mass attempt to reach Ceuta from Morocco in late July, when as many as 72,000 people rushed towards the Spanish enclave. Dozens died during the attempt, according to Reuters.
The crisis has raised concerns over the role of social media in spreading misleading claims about entry into Ceuta and the treatment of migrants once they reach Spanish territory.
Under the new arrangement, fact-checkers will have a dedicated channel through which they can escalate potentially deceptive material to Meta and TikTok. The companies will then review the content under their respective policies and determine whether restrictions or removal are warranted.
The initiative is also intended to help identify content linked to criminal networks that seek to exploit vulnerable people by circulating deceptive promises about migration routes or conditions after arrival.
The European Commission and Europol are coordinating with the platforms as part of a broader effort to monitor online activity surrounding migration and prevent another mass crossing.
The measures come as European authorities face renewed pressure to address the relationship between online disinformation and irregular migration. Calls for mass crossings have previously circulated on social media, prompting Moroccan authorities to deploy additional security forces around the border with Ceuta.

Ceuta and neighbouring Melilla are particularly sensitive migration points because they form the European Union’s only land borders with Africa. Attempts to enter the enclaves have periodically resulted in large-scale deployments of Moroccan and Spanish security forces.
The latest agreement reflects a growing effort by European authorities to incorporate digital monitoring into their response to organised migration, alongside border controls and law-enforcement measures.
For Meta and TikTok, the arrangement establishes a faster channel for dealing with potentially dangerous migration-related misinformation during periods of heightened activity, while leaving decisions on individual posts to the platforms under their existing content policies.
