In their new Policy Brief Survive and Thrive: A European Plan to Support Ukraine in the long war against Russia, authors Piotr Buras, Gustav Gressel, Marie Dumoulin and Jeremy Shapiro have made case for a comprehensive European support package for Ukraine war.
The support package contains four elements – continued military assistance, credible security assurances, help to achieve economic security, and support to promote Ukraine’s energy security.

The bravery of Ukrainians, and the unity of their partners, have been the defining features of the war’s first phase. Unfortunately, the war shows little prospect of ending. Analysts believe that the violence may subside at times, but the absence of any sort of resolution will mean that it could reignite at any moment. Ukrainians, and their supporters in Europe and elsewhere, have embarked on a long war.
According to the authors, ‘‘For Ukraine to survive and thrive in this long war, the EU and its member states should consider a long-term mechanism for supporting Ukraine.
‘‘By laying out a comprehensive roadmap for the long war, Europeans can set a strong foundation for a functioning Ukraine, deter Russia from further aggression, and perhaps even point the way toward a resolution of the conflict.’’ They concluded.

The four authors listed four major elements in a comprehensive, long-term European support package for Ukraine to include Military assistance in the form of a security compact, Security assurances detailing support in case of Russian escalation; Financial assistance to reconstruction and support to the progressive integration of Ukraine into the EU internal market, as well as Support to ensure Ukraine’s energy security and to mitigate the societal impact of its energy transition.
