Kenya is proposing tighter coordination and intelligence sharing at its borders as the East African trade and transport hub seeks to strengthen oversight of people and goods moving through its land, air and maritime entry points, Prime Business Africa reports.
The proposed Kenya Citizenship and Immigration (Border Control and Operations Co-ordination) Regulations, 2026, would establish a more integrated framework for border management, bringing immigration, security, customs and port authorities into closer coordination.

The Border Control and Operations Coordination Committee (BCOCC) has opened a 14-day public consultation on the draft regulations, with submissions due by Oct. 16. The proposals have not yet taken effect.
Under the proposed framework, agencies including the Directorate of Immigration Services, Kenya Revenue Authority, National Police Service and Kenya Ports Authority would strengthen coordination at border points, with greater sharing of information and intelligence among agencies involved in border management.
The regulations also propose modern border-tracking systems to improve monitoring of people and goods entering and leaving Kenya and facilitate information exchange among government agencies.
Kenya is a major regional gateway, linking East African markets to international trade through the port of Mombasa, major airports and road corridors connecting it with neighbouring countries including Uganda, Tanzania, South Sudan, Ethiopia and Somalia.

The proposed measures would strengthen the institutional framework for managing those movements while supporting the flow of legitimate trade and travel.
Public participation forums are scheduled for Oct. 23 in Nairobi, Mombasa and Eldoret. The government is expected to consider submissions from the consultation before proceeding with the proposed regulations.
