Zelensky Eyes Mar-a-Lago Talks as Ukraine Unveils Ambitious 20-Point Peace Plan

December 26, 2025

Ukrainian President Volodymyr Zelensky on Christmas Day signaled an intensified diplomatic push, unveiling a detailed 20-point peace plan and indicating a possible visit to Mar-a-Lago, the Florida resort and private residence frequently used by US President Donald Trump for high-level political meetings.

In his nightly Christmas address, Zelensky said Ukraine’s chief negotiator and Defense Minister, Rustem Umerov, had briefed him on ongoing discussions with American officials. “We are not losing a single day,” Zelensky said. “We have agreed on a meeting at the highest level, with President Trump in the near future. A lot can be decided before the New Year.”

Diplomatic sources said the proposed trip could take place as soon as Dec. 28, with Ukrainian officials already holding preparatory talks with US negotiators at Mar-a-Lago in Palm Beach, Florida.

Zelensky said he held a marathon call with US presidential envoys Steve Witkoff and Jared Kushner, focusing on the formats, timing and structure of talks aimed at ending the war. He added that several key documents outlining Ukraine’s proposals were already close to completion.

At the core of Kyiv’s diplomatic push is a comprehensive 20-point peace roadmap that goes beyond a ceasefire, proposing binding security guarantees from the United States and European partners, a non-aggression pact with Russia, and a fixed timeline for European Union membership. The plan also includes humanitarian measures such as all-for-all prisoner exchanges and the return of deported children.

Western officials have responded with cautious interest. A senior Western official involved in US-European coordination said the level of detail in Ukraine’s proposals is higher than seen previously, but warned that enforcement mechanisms and Russia’s legal commitments remain unresolved.

Zelensky linked the diplomatic initiative directly to battlefield developments, saying Ukrainian forces holding the line were strengthening Kyiv’s negotiating position.

Ukraine’s Christmas diplomatic offensive underscores a shift from waiting on externally driven peace initiatives to presenting a ready-made roadmap directly to Washington, as anticipation grows over whether the talks could produce tangible progress before the New Year.
