Lagos Leads Nigerian States, FCT with ₦1.77trn IGR in 2025

Nigeria’s 36 states and the Federal Capital Territory generated a combined ₦5.15 trillion in internally generated revenue (IGR) in 2025, up 40.93% from ₦3.65 trillion in 2024, according to the National Bureau of Statistics.

Lagos led the 37 jurisdictions with ₦1.77 trillion, followed by Rivers at ₦428.42 billion and Enugu at ₦406.77 billion. The FCT ranked fourth with ₦356.34 billion, while Ogun generated ₦252.36 billion.

The six highest-earning jurisdictions Lagos, Rivers, Enugu, FCT, Ogun and Delta generated a combined ₦3.42 trillion, accounting for about 66% of the total. Delta ranked sixth with ₦202.49 billion.

Edo ranked seventh with ₦132.21 billion, followed by Oyo at ₦103.25 billion, Kano at ₦102.26 billion and Akwa Ibom at ₦100.80 billion. Kwara and Kaduna recorded ₦95.36 billion and ₦86.75 billion respectively.

Abia generated ₦70.41 billion, while Jigawa, Niger and Katsina recorded ₦66.73 billion, ₦66.37 billion and ₦64.29 billion respectively. Ondo generated ₦60.32 billion, while Cross River, Ekiti, Anambra and Osun recorded between ₦56.84 billion and ₦58.64 billion.

Bauchi generated ₦52.79 billion, followed by Bayelsa at ₦50.30 billion, Plateau at ₦45.10 billion, Gombe at ₦43.96 billion, Kogi at ₦43.94 billion and Imo at ₦43.65 billion. Borno, Adamawa and Nasarawa recorded ₦36.36 billion, ₦33.76 billion and ₦32.57 billion respectively.

Kebbi, Zamfara, Benue and Taraba generated ₦31.23 billion, ₦30.07 billion, ₦29.57 billion and ₦28.16 billion respectively. Sokoto, Ebonyi and Yobe were the three lowest-ranked jurisdictions, with ₦20.48 billion, ₦17.18 billion and ₦16.01 billion respectively.

Lagos alone accounted for about 34% of the combined IGR generated by the 37 jurisdictions, underscoring the wide disparity in internally generated revenue across Nigeria’s sub-national governments.
