Edo State Governor Monday Okpebholo has officially launched “Operation Flush Out Kidnappers and Cultists,” a coordinated security initiative aimed at dismantling criminal networks terrorizing the state.

The operation, unveiled over the weekend, deploys local special squads comprising vetted vigilantes, hunters, and repentant Cultists now placed on red alert, particularly in hotspots across Benin City, Auchi, and Ekpoma. These squads will operate under the oversight of the Office of the Principal Security Officer (PSO) and the Chief Security Officer (CSO), in close collaboration with the Nigeria Police and other federal security agencies.

“We will not allow criminality to dictate the future of our state. Edo must be safe again for our children, for businesses, and for honest, hardworking citizens,” Governor Okpebholo declared at the launch, reinforcing his administration’s zero-tolerance for violent crime.

The initiative builds on a series of legal and tactical steps the state has taken in recent months. In January, the Edo State House of Assembly passed a revised Secret Cult and Similar Activities (Prohibition) Law, which prescribes death penalty for cultists and up to 21 years imprisonment for those found harboring them. This was followed by the Kidnapping Prohibition (Amendment) Law 2025, which introduces capital punishment for kidnappers whose actions result in the loss of life, and empowers the government to demolish and confiscate any property linked to such crimes.

Since March, the state has demolished several buildings allegedly used for criminal activities in areas like Ekpoma and Uromi. Oversight of these demolitions has been coordinated by the Special Adviser on Security, Mr. Akhere Paul, and SP Michael Anetor, commander of the special task force.

“This house has been used for criminal activities. Any house found to be used for kidnapping activities will be demolished. This will serve as a deterrent to others,” Paul stated during one of the enforcement exercises. SP Anetor also called on residents to remain vigilant and proactive: “A safer and secured Edo State is the duty of all.”

While the operation has received public support, several civil society organizations have raised concerns about human rights and the need for due process. A coalition of civil rights groups recently applauded the administration’s bold action but urged it to ensure demolitions only follow lawful convictions.

“Regarding the Edo State Secret Cult Prohibition Law, we note that the demolition of buildings used for cultism and kidnapping‑related crimes should only be done after a court conviction,” said Omobude Agho, Coordinator-General of EDOCSO.

“We urge the government to establish the Special Courts provided for in the law.” The coalition also flagged concerns over police conduct, warning against indiscriminate arrests.

“We have observed that some police officers have engaged in indiscriminate arrests and detentions of youths, often without sufficient evidence,” the group stated.

Governor Okpebholo reaffirmed his administration’s commitment to ensuring that no part of Edo remains a haven for criminals. He called on landlords, families, and local authorities to support the operation by reporting suspicious behavior and properly screening tenants. The government, he said, would continue to strengthen security coordination and expedite the rollout of special courts to handle related cases.

With increasing public vigilance and official resolve, the state government hopes to dismantle criminal networks and restore lasting security across Edo State, even as it faces growing calls to ensure every measure is carried out within the bounds of justice and legality.
