What To Know About Russ Vought, Trump's Pick For Office of Management, Budget Director

Russ Vought is a prominent figure in U.S. politics and public policy. His nomination as Director of the Office of Management and Budget (OMB) under Donald Trump’s administration drew significant attention.

Known for his conservative approach, Vought played a pivotal role in shaping the policies of Trump’s first term, including efforts to reform federal agencies and cut costs.

Russ Vought’s Background and Experience

Vought joined the OMB when Trump took office, initially serving as Deputy Director before becoming Acting Director. In July 2020, he was confirmed as Director, a role in which he oversaw the implementation of the President’s policies across federal agencies.

Before his tenure in the Trump administration, Vought spent over two decades in Washington, D.C., working in grassroots and public policy organizations. His roles included Vice President at Heritage Action for America and Policy Director for the House Republican Conference under then-Chairman Mike Pence. Vought also served as Executive Director of the Republican Study Committee.

His academic background includes a Bachelor of Arts from Wheaton College and a Juris Doctor from George Washington University Law School.

Russ Vought’s Vision for Federal Agencies

Vought’s tenure as OMB Director was marked by his push for significant reforms in the federal workforce. He championed the creation of “Schedule F,” a new category of federal employees that aimed to increase the President’s control over civil service workers.

“The federal government should serve the people and remain accountable to the elected President,” Vought said in an interview. His vision included limiting the independence of federal agencies and streamlining their operations.

As one of the architects of Project 2025, Vought has advocated for bold changes in governance. The initiative focuses on dismantling what Trump and his allies refer to as the “Deep State,” aiming to reduce federal employees’ independence and enhance presidential authority.
