Ibas Appoints Administrators For Rivers LGAs Despite Court Order [Full List]

April 9, 2025

Sole Administrator of Rivers State, retired Vice Admiral Ibok-Ete Ekwe Ibas, has appointed administrators for the state’s 23 Local Government Areas (LGAs), and also approved the reconstitution of suspended boards of agencies, commissions, and parastatals.

Prof. Ibibia Worika, Secretary to the State Government, announced the appointments in a statement released to newsmen.

According to the statement, the appointments took effect on Monday, 7 April 2025.

Prime Business Africa reports that the appointments were made despite an order of the Federal High Court in Port Harcourt, the Rivers State capital, which had restrained Ibas from making such appointments.

The interim order was issued by Justice Adamu Turaki Mohammed while ruling in a suit filed by PILEX Centre for Civic Education Initiative, led by Courage Msirimovu.

The plaintiff filed a motion ex parte on 28 March, seeking an order to stop Ibas from making any move to appoint administrators for the LGAs until the case is determined. The court granted the motion and fixed 14 April for a substantive hearing.

The order barred the Sole Administrator and his agents from appointing sole administrators, under any designation, to run the LGAs.

However, the Rivers administrator went ahead and appointed administrators for the 23 LGAs.
