NCDMB Sets Industry Benchmark with Fourth Consecutive Win in PEBEC Business Efficiency Index

The Nigerian Content Development and Monitoring Board (NCDMB) has reinforced its standing as one of the country’s most efficient regulatory institutions after emerging the overall best-performing agency in the Presidential Enabling Business Environment Council (PEBEC) Transparency and Efficiency Index for the fourth consecutive year.

The Board, which ranked first in 2022, 2023, 2024 and 2025, received the latest recognition on December 2, 2025, at the State House in Abuja an achievement industry analysts say signals growing regulatory stability in the oil and gas value chain.

Represented at the ceremony by the Acting Director of Monitoring and Evaluation, Mr. Omomehin Ajimijaye, Executive Secretary Engr. Felix Omatsola Ogbe said the award reflects the Board’s increasing alignment with government-wide reforms aimed at smoothing business operations and improving investor confidence.

NCDMB Clarifies Presidential Orders, Says NOGICD Act Remains Intact

Ajimijaye noted that NCDMB’s push for automation, streamlined processes, and reduced approval timelines has contributed significantly to lowering transaction costs for operators and service companies. “Our focus remains on delivering transparent and predictable services that support business growth within Nigeria’s oil and gas industry,” he said.

Vice President Senator Kashim Shettima, who chaired the PEBEC Awards and Gala Night, highlighted NCDMB’s consistency as evidence that regulatory efficiency is possible within the public sector. PEBEC Director-General Princess Zarah Audu also applauded the Board for adopting technology-driven systems that limit manual interventions an approach expected to improve ease of doing business metrics across the industry.

The Board further secured the Reform Champion Award, presented to Engr. Cityfaith Baribor Zorasi, who serves as the NCDMB liaison to PEBEC. Industry observers say such internal capacity recognition underscores the Board’s growing institutional maturity.

The NCDMB maintains that its achievements are tied to its mandate under the NOGICD Act of 2010, which prioritises local industry development, predictable regulation, and improved service delivery. With operators increasingly demanding faster turnaround and clearer regulatory pathways, the Board says it will continue investing in systems that enhance efficiency and reduce compliance burdens.

By sustaining top performance for four straight years, NCDMB positions itself as a key enabler of business growth in the oil and gas sector  boosting confidence among investors, service providers and indigenous players seeking a stable regulatory environment.
