NNPC Seeks New $2 Billion Oil-Backed Loan To Boost Finances

The Chief Executive Officer of the Nigerian National Petroleum Corporation Limited (NNPCL), Mr. Mele Kyari, has called on the judiciary to play a crucial role in addressing the persistent issues of crude oil theft and pipeline vandalism.

Kyari emphasized the need for a collaborative effort to ensure the oil and gas industry reaches its full potential.

Speaking at the National Judges Capacity Building Workshop on the Petroleum Industry Act (PIA) 2021, organized by the National Judicial Institute and INVESTIN 234 in Abuja, Kyari highlighted the detrimental impact of crude oil theft and pipeline vandalism on the industry. According to Kyari, these activities undermine the gains of the PIA and hinder national economic and industrial growth.

Kyari proposed the establishment of a special court dedicated to handling cases related to crude oil theft and pipeline vandalism. He stated, “The role of the judiciary is critical to the success of the efforts by NNPCL, law enforcement agencies, and other stakeholders in the industry. A special court or accelerated hearings for such cases would be beneficial.”

He further elaborated, “The recommendation for a special court to try these offences is vital as they impact our survival as a country. Alternatively, trials could be expedited through the issuance of Practice Directions, accompanied by stringent sanctions to deter potential offenders.”

Kyari stressed the importance of timely adjudication and appropriate punishment for criminal activities related to the oil and gas sector. “Accelerated hearings and decisive actions by the judiciary will serve as a deterrent to others and ensure that justice is served promptly,” he added.

In his address, Kyari reaffirmed NNPCL’s commitment to collaborating with all relevant stakeholders to implement the PIA successfully. He said, “Together, we can ensure that the benefits of our natural resources are maximized for the economic and social development of our country.”

Kyari also expressed his gratitude to the Chief Justice of Nigeria, Olukayode Ariwoola, and the organizers of the workshop for inviting him to deliver the goodwill message. He acknowledged the critical role of the judiciary in the fight against crude oil theft and pipeline vandalism and called for continuous support and collaboration.

In a related development, Kyari mentioned NNPCL’s ongoing efforts to enhance the nation’s oil production and mitigate challenges in the sector. He noted that NNPCL remains committed to finding quick solutions to electricity challenges and other issues affecting the industry.

The NNPCL CEO’s call for judicial support comes at a time when Nigeria’s oil production has seen a decline, with the Organization of the Petroleum Exporting Countries (OPEC) reporting a drop to 1.25 million barrels per day. This decline highlights the urgency of addressing the issues of crude oil theft and pipeline vandalism to stabilize and boost the country’s oil production capabilities.

Kyari’s remarks underscore the critical intersection of the judiciary and the oil and gas sector, emphasizing that a strong legal framework and swift judicial processes are essential for the industry’s success. His proposals aim to enhance the enforcement of laws and ensure that offenders are held accountable, ultimately contributing to national economic growth and stability.

The workshop provided a platform for stakeholders to discuss the implications of the PIA and explore ways to strengthen the judiciary’s role in supporting the oil and gas industry. Kyari’s call for judicial intervention is expected to spark discussions on potential reforms and the implementation of effective legal measures to combat crude oil theft and pipeline vandalism in Nigeria.
